Office-to-Residential Change of Use: Feasibility & Pre-Application Advice

AXIOS Building Consultants was appointed to advise on converting a large, multi-let city-centre office building in Norwich into residential accommodation, self-contained flats and/or managed student lets. AXIOS appraised the four-storey building, established its scale and accommodation, and prepared and submitted a pre-application planning enquiry to the local authority to fix the route to consent.

Project Overview

The owner and their advisers were weighing up what could be done with a large, largely vacant city-centre office building in Norwich, a multi-let business centre of more than eighty office and studio suites over four floors, with ground-floor retail. The question was whether it could be converted to residential use: self-contained flats, managed student accommodation, or a combination of the two. AXIOS Building Consultants was appointed to appraise the building and establish the planning route.

This is the stage that decides whether a conversion is worth pursuing at all. AXIOS assessed the existing building and its accommodation, weighed the change-of-use options against current planning policy, and prepared and submitted a pre-application enquiry to the local planning authority, so the client had a clear, written read on how the scheme could be consented before committing to a full design and application.

The AXIOS Role

AXIOS advised the client through the feasibility and pre-application stage:

  • Inspected and appraised the existing multi-let office building across all four floors
  • Established the building’s scale and accommodation (floor plates, suite count and ground-floor retail) as the basis for a conversion appraisal
  • Reviewed the change-of-use options: conversion to self-contained flats and to managed student accommodation
  • Tested the permitted-development route (Class MA) and the effect of the local Article 4 direction on the building
  • Prepared and submitted a pre-application planning enquiry to the local authority as the client’s adviser
  • Advised the client on the route to consent and the implications for a full planning application

The Existing Building

The building is a substantial four-storey former business centre occupying a large city-centre plot, built in red brick with a distinctive circular brick stair-tower and a monopitch glazed roof to the upper storey. Internally it was arranged as a multi-let office building: more than eighty individual office and studio suites over ground, first, second and third floors, served by a central lift and stair core, with ground-floor retail units, reception, and rooftop terraces at the upper level. Establishing this scale and layout was the starting point for testing whether, and how, the accommodation could be converted to residential use.

The Proposed Change of Use

Two conversion routes were considered. The first was a change of use from offices to self-contained residential flats; the second, a change of use to managed student accommodation, reflecting the building’s scale and city-centre location. Each carries different planning consequences: the residential-flats route engages the permitted-development provisions for commercial-to-residential change of use, while student accommodation of this scale is more likely to fall outside any permitted right. AXIOS set both options against the planning position for the building before advising on the way forward.

Pre-Application Enquiry & Planning Route

AXIOS prepared and submitted a pre-application enquiry to the local planning authority to establish the route to consent. The national permitted-development provisions, Class MA of the General Permitted Development Order, allow certain commercial premises to change use to residential without a full planning application, subject to conditions and prior approval. In this case, however, the authority had made an Article 4 direction removing those rights for offices in the city centre, and that direction applies to this building. The permitted-development route was therefore not available, and a full planning application would be required for a change of use to flats. A change of use to student accommodation, likely to be treated as sui generis at this scale, would equally require planning permission. The pre-application response gave the client a clear, documented basis on which to decide how to take the scheme forward.

What AXIOS Delivered

  • An appraisal of the existing multi-let office building and its accommodation across four floors
  • A review of the change-of-use options, conversion to flats and to student accommodation
  • An assessment of the permitted-development (Class MA) route and the local Article 4 direction
  • A pre-application planning enquiry prepared and submitted to the local authority
  • Clear written advice on the route to consent and the need for a full planning application

Outcome

AXIOS established, before any full design work was committed, exactly how the building could be brought forward for residential use. The pre-application enquiry confirmed that permitted-development rights had been withdrawn by the Article 4 direction, so a change of use, whether to flats or to student accommodation, would need a full planning application. That early certainty is the value of the feasibility and pre-application stage: it lets the client weigh the cost and programme of a full application against the opportunity, and take the scheme forward on a sound, documented footing.

A change-of-use feasibility and pre-application enquiry for the conversion of a large city-centre office building to residential, appraising the building, testing the permitted-development route against a local Article 4 direction, and giving the client early, documented certainty on the route to consent.
